Cyprus Permanent Residency

Securing Cyprus Permanent Residency is one of the most attractive ways for non-EU citizens to gain a long-term foothold in Europe. It isn’t a visa you need to keep renewing, it’s a lifelong status that allows you and your family to live in Cyprus without limitation.

With Cyprus aiming to join the Schengen Area by 2026, the value of this residency scheme is rising. Applications are expected to surge once Schengen access becomes a reality. Applying now means you lock in your residency under today’s rules while positioning yourself for tomorrow’s benefits.

At Nikita & Partners, we take care of the whole process: from structuring your investment and preparing your file, to liaising with the Migration Department. We also help you source a suitable property through our network of trusted real estate agents and developers, ensuring that your investment is both compliant and aligned with your goals.

Why Choose Cyprus Permanent Residency?

Cyprus PR gives you:

  • Lifetime residency — valid indefinitely with no renewals.
  • Family inclusion — spouse and dependent children covered.
  • Citizenship pathway — eligible to apply after 7 years of legal residence.
  • Tax opportunities — potential access to Cyprus’s favourable tax regime as a non-dom tax resident.
  • Healthcare and education — entry into Cyprus’s General Healthcare System (Gesy) if registered, plus strong international schools.
  • Future Schengen travel — once Cyprus joins Schengen, your PR card becomes a gateway to 27 European countries.

This program is one of the last straightforward residency routes still available in Europe. While other countries have raised thresholds or closed their schemes, the Cyprus program remains open.

The Legal Framework

Permanent residency in Cyprus is issued under the Aliens and Immigration Regulations:

  • Regulation 6(2) – fast-track PR by investment.
  • Regulation 5 (Category F) – slow-track PR based on income.

Routes to Permanent Residency in Cyprus

1. Fast-Track Residency by Investment (Category 6(2))

The fastest and most popular option.

Requirements:

  • Investment of at least €300,000 (plus VAT) in:
    • New residential property,
    • Commercial property (offices, hotels, shops),
    • Shares in a Cyprus company with a physical office and at least five employees, or
    • Units in a Cyprus investment fund (AIF, AIFLNP, RAIF).
  • Annual income of €50,000 from abroad, plus €15,000 for spouse and €10,000 per child.
  • Clean criminal record from country of origin/residence.
  • Declaration of no employment in Cyprus (being a shareholder or unsalaried director is allowed).

Processing time: around 6 months.

Note: If the property or investment is sold, it must be replaced with another of equal or greater value.

2. Slow-Track Residency (Category F)

For applicants with modest income and no need to work in Cyprus.

Requirements:

  • Minimum annual income from abroad of €9,568, plus €4,613 per dependent.
  • Purchase of property in Cyprus is strongly recommended (resale allowed).
  • Bank deposit of about €15,000–€20,000 in a Cyprus bank.
  • Clean criminal record.

Processing time: currently several years (files from 2019 are still under review in 2025).

Limitations:

  • Cannot work in Cyprus (but may own company shares and receive dividends).
  • Children lose PR when they turn 18.

3. Residency Through Employment or Business

  • Category C: Investors establishing their own company with minimum capital of €260,000.
  • Category E: Individuals offered permanent employment in Cyprus.

4. Residency Through Family or Long Stay

  • Marriage to a Cypriot – spouses, minor children, and parents/parents-in-law qualify.
  • Five-year legal stay – non-EU nationals may apply for long-term residency after 5 continuous years on temporary permits.
  • EU citizens – can apply for PR after 5 years of continuous legal residence.

Step-by-Step: How the Fast-Track Route Works

  1. Choose your investment – property, company, or fund.
  2. Secure proof of income – tax returns, bank confirmations, dividend statements.
  3. Prepare documents – completed application form (MIP1), passport copies, marriage/birth certificates, clean criminal record, property contracts, bank SWIFT receipts.
  4. Submit application – filed through our lawyer at the Civil Registry and Migration Department in Nicosia. You can check the official government information here.
  5. Biometrics – photos and fingerprints taken at any migration district office before approval.
  6. Approval & PR card issued – normally within six months.

Ongoing Obligations

To keep your permit valid, you must:

  • Maintain the qualifying investment.
  • Visit Cyprus at least once every two years.
  • Provide an updated clean criminal record (and health insurance if not in Gesy) every three years.
